SessionTimeout not working in OpenUI

We're encountering bug 17028194, whereby SessionTimeout eapps configuration is ignored by OpenUI. We are on 8.1.1.9 and won't be upgrading to 8.1.1.14 until next year. We need to resolve this now as it's a critical component of our security certification that the application times out when the user is idle.

Doc ID 1626960.1 talks of a workaround of asking the user to set the User Preferences > Message Broadcasts > Show flag to "Unchecked". While this works, it's no good for us to have to ask our users to set this - that just doesn't work as a security policy.

Is there are way to force this value (User Preferencees.MessageBroadcasting/MsgBarVisible) to false so that:
