Issue with Siebel DB Authentication.

In our Env, We are using DB authentication for the Siebel Application Object Managers. We have individual logins for Siebel Developers. The issue which we are having is that siebel developers are able to update the siebel tables without the siebel admin knowledge. We require a kind of access to developers in which they should be able to have read only access to all the siebel base tables, except the ones which cannot be avoided.
