Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. dbid of database - How it's kept distinct for each database in envrionment

Hello,

How does Oracle manage to keep each dbid distinct in an organization environment?

If a database is dropped then can't that dbid be reused ?
