Is a Purchase Order considered a legally binding contract?

Is a Purchase Order considered a legally binding contract? Does it only matter if the vendor has received the PO to make it binding?

If a PO is created. but never sent to the vendor, can it just be cancelled in Peoplesoft?

Thank you!
