DSI transactions for Transportation

My client is implementing Transportation, and they also use dcLink product by DSI.  They want to print Transportation Shipping Documents from the DSI handhelds.  They are saying that the DSI transaction for Shipping Documents requires that they build a load first.  In other words, DSI will not print Transportation Shipping Documents, unless the shipments are on a load.  The have given me the DSI trans number, which is ND3N4959.

It is hard to believe that DSI has a transaction for printing Shipping Documents for loads, but not for shipments.  Can someone please tell me if there is a DSI transaction for printing Ship Docs from shipments?  And, if there is one, please tell me the transaction number.
