PO output for communication : xml bursting

Hi,

We are looking for a solution for below business requirement:

Business wants to run PO Output for communication(R12.1.3) for a range of suppliers. They want each po to be emailed to supplier based on the contact preference they have.

In addition to the PO, they want the po header/line level attachments of category "To Supplier" to be also sent to the supplier as attachments.

Can anyone suggest me an approach/customization path.
