work order billable resource not able to bill

hi,

i'm looking for solution to charge my resource cost through work order billing unfortunately i'm unable to do so. My material cost is coming up without any issues, but when i charge resource following error pops please refer to screen shot for details. Screen shot includes all steps for setup, as well as transaction setup. please i need  urgent answer if possible as i will highly appreciate.
