Configurator Rules across bill of material

Hi, I am currently working on 12.1.3 configurator solution? I have a basic question. My customer needs to know whether it is possible to enforce rules and connections between 2 or multiple models which is not in the same bill of material.

Example

Module A is contained BOM A

Module B is contained  BOM B

Module C is in BOM C

My customer wants to enforce module compatability.

Module C cannot be ordered with Module B

Module A always be in a higher slot (component) than Module B and so on

I am aware such rules can be within BOM. However needed to know whether such rules can be applied across Bill of materials
