Expenditure Inquiry tools Menu has ‘Capitalizable’ and ‘Non-Capitalizable’ disabled for few projects

Hello, our user needs to change the capitalizable flag for project expenditure items and she was able to change them for majority of the expenditure items except few. For expenditure items associated with four or five projects she is not able to change this. Basically for those expenditure items, ‘Tools / Capitalizable’ and ‘Toolds/ Non-Capitalizable’ are disabled. We need your help to get these enabled.

Navigation: Grants accounting super user / Expenditures / expenditure Inquiry /Actuals. We put value in Project Number and Award Number and hit find. Once expenditure items are displayed we notice that  ‘Tools / Capitalizable’ and ‘Toolds/ Non-Capitalizable’ are disabled.
