Getting error message when changing password and logging in for a user

Hello,

Iam trying to test an issue user is facing for a responsibility. In the test instance as i have the system admin responsiblity. Changed the password for the user.Then tried logging in the with user id and password. Able to log in to the page where the password change is requested. When clicking on Submit button. Getting message you have insufficient privileges for the current operation. Please contact your system administrator.

Attached screenshot for reference. Any  pointers on this will be helpful.
