Customer doesn't exceed limit but Credit Check Hold applied

Sales Order amount is under customer's credit limit but Credit Check hold was applied.

Can anyone please help me to understand why this is happened?

Customer Limit : 10million.

Order amount : less than 600K

Available limit : 7 million
