Anybody found a way to stop Oracle from creating a new requisition when users unreserve order lines

We have a major issue with Oracle creating duplicate requisitions on order lines.  Users need to maintain the order lines, change the reservation, or reserve against an open PO instead of creating a new one, etc for Back to Back lines.  As soon as the lines go back to Supply Eligible and the processes to progress order lines runs, we get a new req for the same order line.  This has caused a lot of duplicate PO's.  I understand this is 'Standard Functionality' but it is killing us.  Anybody found a way to prevent this from happening, besides running the
