When doing MWA personalization in a multi operating unit environment, the Responsibilities associate

We are setting up a new instance where there will be two operating units.  New responsibilities have been created and the profiles for HR: Security Profile and MO profiles have associated the new responsibilities to the correct operating unit.

When attempting to make MWA Personalizations, the new responsibilities do not show up in the LOV lookups for Responsibilities on the Personalization Web page.

What did I miss when setting up the new responsibilities?
