Material Solver ignoring safety stock

Hi Planning experts,

We have one sporadic issue where Material Solver process (PL_RUN_MRP app engine) doesn't seems to be considering safety stock for the item. After solver run, the Material Workbench shows inventory planned to 0, ideally it should plan above the safety stock, right? Can anyone guide on what setup needs to be validated to ensure this works correctly? Unfortunately we can't see the code behind solver since it does all processing/calculations inside PL plugin.
