Unable to delete profile segment in ARM

We are unable to delete profile segment in production, Its giving below error...

"One or more of the items selected for deletion are in use by other items and cannot be deleted at this time.

Select an item to see the list of items which are using it:"

It shows that with 5 users are used in power user security and one of the user has used condition with that profile segment in power user security but other 4 users we dont see at all in power user security. Are we missing something? if anyone come across this issue, can you please help us quickly.
