PA autoaccounting function 'Revenue and Invoice Accounts' is not displayed in the list

We are setting up Projects module for Costing and Billing.  The autoaccounting functions list does not have the function 'Revenue and Invoice Accounts' displayed in the list. we want to set that up as well. What pre-requisite setups results in displaying and not displaying 'Revenue and Invoice Accounts' function? Any advice/thoughts from the PA experts? Thanks.
