Why doesn't the PO line close for receiving if the shipment line is closed for receiving?

I have a PO with 1 PO line containing 1 shipment line.    The PO line is fully received (2 way match 0% tolerance) but the PO line still shows open.   Why doesn't it say  'Closed for Receiving' as well?   Thanks.
