Assign AME Roles and Responsibilities

in Technology Stack - EBS (MOSC) Question

We are in R12.1.3 and we are  assigning Assign AME Roles and Responsibilities through SYSADMIN user using the User Management responsibility. Is there a way to assign AME Roles and Responsibilities  not using SYSADMIN user?
