SLA for Capitalization event class

We are using the source Expense Account Code Combination to calculate a non-qualified segment value for the Asset Capitalization Cost journal line type.  Assuming that the SLA definitions are set up properly for this event, is there a systemic reason that SLA would ignore this rule?  We have also tried the source of Depreciation Expense Account CCID without any luck.
