October 2014 PSU/OJVM Patching

I noticed this quarter that the PSU patch includes a OJVM component portion that does not support RAC rolling application and requires a full database outage. Does anyone know if the OJVM is going to be required each quarter now and if it's always going to require a full database outage. We have very strict up-time requirements and it is going to cause us issues.
