ISupplier - Create Invoices is missing under the Finance Tab

We are doing some initial investigation into iSupplier and when I am logged in as a supplier (iSupplier Portal Full Access) I click on the Finance Tab but do not see the 'Create Invoices' link. Has anyone seen this or can help me.
