Latest Acceptable Date not honored by Scheduling workflow

We want to use ATP to schedule orders via scheduling workflow.the Scheduling parameter "Latest Acceptable Date"   is set to "Ignore the Latest Acceptable Date without warning" but scheduling is failing with "Scheduling failed: Cannot meet request date or latest acceptable date. Available Date: 08-JAN-15 ". Why is scheduling failing and forcing us to set the Latest Schedule Limit based on the set parameter value. It should ignore the message without warning and Schedule the line?
