Budget Should be Optional in Purchasing Module

Dear All,

We have requirement that Budget/Commitment Control checking should be optional in Purchasing, currently we have Commitment Control is implemented and when PO is created it can not be moved further as budget is not checked , so how to make the commitment control not mandatory for the users to check the budget.

If we create any requisition and we are not checking the budget than user can not create the RFQ of it, so how to create the RFQ from Requisition who's budget is not checked??
