Determine Tax Registration

Hello,

I am trying to create a tax rule based on Determine tax registartion rule by referring to note 1112412.1

Not sure how to create a link between the out come of Rule defined for Determine Tax Registartion and the Determine tax rate.

I am trying to create a rule where if a Customer is Registered Charge VAT at 0 % and if not registered Charge VAT on sales Invoices at 20 %.
