Can we send sample notification based on Batch Complete event?

Hi all,

In our Oracle instance, we do not use ROUTINGS in Recipes.

We would like to send workflow notification to QA sampler/approver to collect sample for each batch completion. I have enabled WF subscription for event 'Batch Complete' and completed required AME / rule setups, but still we are unable to get the notification for this event.

Routing is mandatory to send/receive notification for batches?

Note: We have similar setup for PO Receiving transaction where system sends workflow notification perfectly for every receipt creation.

Please suggest...
