Can't get to Reconciliation Manager suddenly -module configuration error

All of our users, upon logging in and going to Reconciliation Manager get an error that says this:

Description: Invalid or could not find module configuration 'arm.actrec'.

What's the problem?? This is the third time this has happened today. Initially we thought there wasn't enough memory. So turned the HEAP up to 1.5 GB

Any advice please,
