Need a method of creating inbound sales transfer orders

I need to be able to create transfer orders that originate from an external application.  It appears that EDI processes are centered on customer inbound orders and the sales z files do not have an inbound processor.  Has anyone tried something similar, and what method was used to create the transfer order in E1?
