Failed: Unauthorized New Owner?

Hi,

- I created Users and assign VNM Group.

- Users have provisions: Approvals Ownership Assigner and Planner.

- Authenticated Form and Dimension to VNM Group.

- Create Planning Unit Hierarchy and Assign Owner

- Assign Planning Unit Scenario and Version

- Start Approval and this is normal. (View attach file)

- Then, I login with User Planner1.

  Input Data and Promote to Next Owner.

 

  System is Failed: Unauthorized New Owner.

  Change status cannot change ownership to the new owner due to insufficient access.
