Limit minimum number of characters for key flexfield values

Hi

I have a requirement that a specific key flexfield value need to be 17 characters only, not less and not more. I have set the maximum size as 17 on the set up of the value set but this does not prevent users from entering values less than 17 characters.

Can you tell me how I can achieve this?
