Publications under Application Settings, Services

When I select Project Publication (allow publication to the reporting schema) under Administer-Application Settings-Service and save the settings, all the application settings become un-editible and I cannot change or save any of the application settings on any menu.  additionally the project publication options I just selected zero out and the save and save and close buttons are greyed out.   What the heck is happening here???  there has to be a glitch in our program,,  I have search everywhere and cant find a solution.  Please help
