R060116P - Invalid Action Error

I am getting Invalid Action error message on AN8 when I run R060116P. I tried & re-check all the required fields but it is still giving me same error. I don't find any error message in WC as well. So, what went wrong please share with me your ideas what should I do to fix this issue?
