Does Cloud Control (OEM) 12.1.0.4 support database version 12.1?

Does Cloud Control (OEM) 12.1.0.4 support database version 12.1?  I am installling Cloud Control 12.1.0.4 for the first time.  I cannot fine any documentation supporting the database version of 12.1.  The compatibility matrix show 11.2.0.3 and 11.2.0.4   Where is the installation guide for Cloud Control 12.1.0.4 and database version 12.1?  Thank you fro your assistance.
