Qualifiers aren't being passed to qp_preq_pub.price_request?

in Advanced Pricing - EBS (MOSC) Question

Hi we're on 12.1.3 and i'm working on a solution to produce a report with current customer pricing .  I'm using the attached plsql but the qualifiers are not being applied,  even in the dbms output the quaalifier info is empty,  what am i missing?  I know for this item/pricelist/customer combo there should be a 25% discount which i have confirmed through the pricing and availability form.
