ORA-12705: Cannot access NLS data files or invalid environment while applying norwegian patch

Hi All,


When attempting to apply patch 8706842
the following error occurs.


Uploading from the data file /u90/oracle/EPMINTTEST/apps/apps_st/appl/fa/12.0.0/patch/115/import/N/fa12amg.ldt
Altering database NLS_LANGUAGE environment to NORWEGIAN
A database error occurred:
  ORA-20001: Oracle error -20001: ORA-20001: Oracle error -12705: ORA-12705: Cannot access NLS data files or invalid environment specified
has been detected in fnd_global.set_nls.set_parameter('NLS_LANGUAGE','NORWEGIAN').
