What is the join from Organization locations and Customer site Internal Locations?

I am trying to setup two organizations in the same Org id to be able to do InterOrg Requisitions.   When I create the Requisition it asks for a destination location which it finds in the Organization Locations.   After creating the Internal Order the order is created with the 'Ship To' as the destination of the internal order.   The setup for the internal customer has the address setup, but the link back to the Orgnaization location does not seem to be correct.   The oracle diagnostics is pointing to the customer setup:
