Active dataguard strangely out of sync while applying logs

I've been looking at this all morning and can't make sense out of it - users have reported production standby data is old - like 24 hours old as of now.  But dataguard broker DGMGRL and grid control both report status is GOOD.  All logs being applied, no gaps.  But when i check SCN on standby database it is STUCK.

I've never seen a situation where logs are being shipped and applied, but data is not being updated.  There are no errors in alert log in either database...nothing in drc log either...

All of the DG monitoring tools show everytyhing normal except SCN.
