Is it possible to create conditional filter logic within a single Oracle alert?

We have an Event alert that fires whenever a new hire is entered into Oracle HR, distributed to several individual emails. We would like the same notification to fire to additional individuals ONLY if they belong to a specific organization.  Can that logic be written into the select statement or would we need to create a separate alert? If this can be written into the select statement, any advisement on what that would look like?  Thanks!
