Unable to create context file in database

I have upgraded my EBS on 12.2.0 and Database is 12c 12.0.1.0

I am getting below errors and not able to generate context file for RDBMS_ORACLE_HOME:

[oracle@admdbp bin]$ perl adbldxml.pl

Starting context file generation for db tier..

Using JVM from /admdb/PROD/db/tech_st/12.1.0/jdk/jre/bin/java to execute java programs..

APPS Password:

The log file for this adbldxml session is located at:

/admdb/PROD/db/tech_st/12.1.0/appsutil/log/adbldxml_11121056.log

Could not Connect to the Database with the above parameters, Please answer the Questions below

Enter Hostname of Database server: admdbp.admedia.ae

Enter Port of Database server: 1522
