Display qty at shipment

Hello Experts,

EBS Release 12.1.3

We are currently working on oracle project accounting project and noticed that on PO shipment form whenever we create PO with service line, qty at shipment showing as #####.However qty field at PO distribution is showing correctly. When I tried to update field at shipment I noticed that it is not accepting any non decimal value.

Please let me know if anyone came across similar issue.
