11.2.0.4 64-bit client fails on Windows 7

Already have 32 bit 10.2.0.5 and 11.2.0.3 clients installed. Now attempting to install 11.2.0.4 64 bit client. OUI vanishes after doing pre-req checks. Oracle BASE and CLASSPATH are  not set in the environment. The end of the install log shows:

INFO: All forked task are completed at state checkPrereqs

INFO: Completed background operations

INFO: Moved to state <checkPrereqs>

INFO: Waiting for completion of background operations

INFO: Completed background operations

INFO: Validating view at state <checkPrereqs>

INFO: Completed validating view at state <checkPrereqs>

INFO: Using default Validator configured in the Action class oracle.install.ivw.client.action.PrereqAction
