Transaction Controls and Burden

We have transaction controls set at both the project and the task level.  Not all of our tasks have the TC for Overhead.  When we create and distribute burden, charges will generate for these tasks regardless of our transaction controls.  However if we try to load a Projects WebADI with the burden transactions those tasks that don't have Overhead set up in the Transaction Controls won't allow the charges.  How come the charges will get generated when we run the burden program but not when we try to load a projects WebADI?
