IE does not prompt for view or save output

Dear All

I have a report which shows output in Excel. I click on view output a popup window appears but it disappears automatically without prompting for view or save output. What may be the reason for this? I am using IE version 8 and EBS version 12.1.3 Download is enabled in internet explorer options.
