Administration of 12c OMS

We have around 15,000 targets and growing, with around 100 DBAs accessing the OMS. Is there a good average for the amount of Super Admin's we should have? Is there other teams that we should consider, above the basic users (dealing with events, blackouts, and general DBA work)? If so, what should those be?
