LOV for System Parameters is showing all Legal Entity

Hello,

I have created two new responsibilities, because we want to assign their own legal entity, but after I have assigned a new MOAC/HR Security profile which includes only one OU, I can still see both Legal entities in the LOV. ALso I have activated the User Management security wizard to assign only one legal entity to one responsibilty.

Can anyone please help me what I am doing wrong, because I like to restrict the new responsibility to only one legal entity , and do not like to have the option in the LOV for the System Parameters to select both.
