Notification on shipment stops - resequence

Hi,

We have a requirement where the user is asking a notification email when the shipment stops are getting re sequenced.

So as we all know, The shipment stop sequence depends on many parameters.. when our user is adding an order to an existing shipment, That order is triggering a change in the sequence of stops that exist originally in that shipment. Our user at least needs a notification  when the shipment stop sequence changes.

we tried to write some  automation agents on shipment stop events but they are generating multiple emails.we even tried on  the shipment change events which are not getting triggered when we add orders to the existing shipment.
