Requisition Distribution Quantity Not Updating Automatically

Hi Gurus,

I have one specific scenario and would like to have your suggestion.

We are creating one requisition manually. After entering the all the information which is Line, Ship to and Distribution charge account, we saved the requisition and status is in incomplete. Then we update the line quantity from X to Y and save it again. When I open distribution, I can see that distribution quantity is still X. I checked this in 11i and R12 and behavior is same.

Is this expected functionality or an oracle bug?
