Failover best practice

Hello expert,

                   I have never done failover/switchover practcally but I have gone through best practice document and found below steps for best practise in 10g r2.Please help me to understand what does it mean by secondary standby instances.My understanding is if I have 2 physical standby setup one within the same datacentre(or local) and another in remote data centre then I need to issue shutdown abort in standby database instance running in remote data centre.Also need to undestand why do we need to issue shutdown abort?

When we issue failover from dgmgrl and my local dataguard is active data guard in that case how can I mantain high availibilty?As far as I understand we have to shutdown and open the database in read write mode.
