ActiveX contrl = False in OWWEB.INI

We use the databrowser and grid form excel exports extensively in our operations.  If I change the owweb activexcontrol ini setting to false, it states that all activeX controls are disabled.  Does this mean we have to manually install the activex control JDEIMPEXPU for all IE browsers in the future?
