BI Publisher scheduler security

We are using BI Publisher integrated with OBIEE (11.1.1.7.1.x). It appears everyone has the ability to schedule publisher reports and setup jobs by default. I have looked through the admin settings as well as the documentation, but I don't see a way to restrict this. Is this possible? We would prefer to restrict who is allowed to schedule publisher reports and create jobs.
