Tax Rates and Areas-J4008

I upgraded to 9.2.1 in March of this year.  I have always been able to make changes to the records in P4008.  I have full security settings, added the program to my Action Code list, signed off and back on, but the program will not "stick" my changes.  Any ideas of what I need to change?
